The qualifying headline and attached subheading are read as one item; unrelated items elsewhere on the page cannot be combined. Qualifying travel includes official trips, flights, state visits and travel-related accommodation or per diem costs. The text must expressly identify a travel-related expense or spending total; a bare report of a presidential visit, tourism, private travel, county-only expenditure, general government spending without a travel connection, or a renovation bill does not count. No particular monetary amount or exact phrase is required. A critical or favourable tone has no effect on resolution, and the market does not determine whether the underlying expenditure was lawful or wasteful. Otherwise resolves No if the complete page is available. Only page 1 of the first complete regular national edition made available by the named publisher for the specified date counts.
