Yes requires a news headline, directly attached subheadline or standfirst naming Ruto and explicitly linking his visit, speech, project launch or political engagement to Nyanza, Kisumu, Siaya, Homa Bay or Migori. Favourable and critical coverage both qualify. General coverage of Ruto without that connection does not count.
