Resolve Yes if page one of the first regular edition of The Standard dated 19/09/2026 contains a news headline, its attached subheadline or its attached standfirst explicitly naming William Ruto or President Ruto and linking his planned or actual journey to, arrival in, or participation in New York/United States meetings to the 81st United Nations General Assembly or UNGA 2026. The name, destination and UNGA connection may appear across attached text belonging to the same story. A report about his departure, itinerary, delegation, travel cost, stated purpose or activities during that trip qualifies if it makes those connections explicit. A generic Ruto story, general US relations, a UNGA story without his trip connection, or a different US visit does not qualify. Photos or captions alone, advertisements, inside pages, supplements, pull-outs and later editions are excluded. Resolve No if the qualifying first-edition front page is available and legible but contains no qualifying text. Void if that edition or its first-edition identity is unavailable or cannot be verified legibly by 19/09/2026 12:00 EAT. Preserve the complete dated cover and qualifying text. Later editions or corrections do not replace the first edition. Reporting may discuss a planned trip; actual departure is not required.
