Resolves Yes if the exact consecutive words “affordable housing”, case-insensitively, appear in a qualifying headline or subheading on the specified page; a line break between the two words counts as a space. Other wording such as “housing levy” or “housing programme” alone does not count. Otherwise resolves No if the complete page is available. Only page 1 of the first complete regular national edition made available by the named publisher for the specified date counts. Main headlines, secondary headlines and their subheadings count; body text, photo captions, advertisements, the masthead, navigation, website-only stories, inside pages, pull-outs and supplements do not count. Later replacement editions do not supersede the captured first edition. If simultaneous editions differ and their publication order cannot be established, the market is void. Resolve at 12:00 EAT on 11 September 2026, after retaining the dated page image. If the edition is not published, page 1 is missing or illegible, or sufficient evidence cannot be obtained from the named source by that deadline, the market is void.
